전체성과 무한 서문 (문성원 번역) 발췌


전쟁상태는 도덕을 중지시킵니다.
(전쟁을 예측하고 모든 수단을 다해 이기는 기술인) 정치는 철학을 순진함에 대비시키듯이 스스로를 도덕과 대비시킵니다.

전쟁 속에서 현실은 자신을 가리는 온갖 말들과 이미지들을 찢어버리고 적나라하고 냉혹한 모습을 드러냅니다.

어두운 명료함 가운데 뚜렷이 드러나는 존재론적 사건은 그때까지 자신의 정체성에 닻을 내리고 있던 존재들을 운동하게 하는 것이며, 우리가 모면할 없는 객관적 질서에 의해 절대적인 것들을 움직이는 것입니다.

힘의 시련은 실재의 시련입니다. 그러나 폭력은 흘리게 하거나 죽이는 데서 생겨나는 것보다 , 인격적 존재들의 연속성을 중단시키는 데서, 그들이 이상 자신을 찾을 없는 역할을 하게 하는 데서, 그들로 하여금 약속뿐 아니라 자신의 고유한 실체를 배반하게 하는 데서, 모든 행위 가능성을 파괴해 버릴 행위들을 수행하게 하는 데서 생겨납니다전쟁은 외재성을 나타내지 않으며, 타자로서의 타자를 나타내지 않습니다. 전쟁은 동일자의 정체성을 파괴합니다.

전쟁에서 보이는 존재의 면모는 서양 철학을 지배하는 전체성 개념에 고정됩니다. 여기서 개인들은 자신들이 모르는 사이에 그들에게 명령하는 힘들의 담지자로 환원됩니다존재들은 이미 조형된 서사의 형식들에서 등장하게 그런 것입니다.

도덕적 의식은 평화의 확실함이 전쟁의 명백함을 제압하는 경우를 제외하고는 비웃음의 시선을 견딜 없습니다전쟁에서 나오는 제국의 평화는 전쟁에 근거를 둡니다. 같은 평화는 소외된 존재들에게 그들의 잃어버린 정체성을 돌려주지 않습니다. 여기에는 존재와 맺는 원래의 본원적 관계가 필요합니다.

역사적 면에서 보면, 메시아적 평화의 종말론이 전쟁의 존재론에 스스로를 겹쳐 놓게 , 도덕은 정치와 대립할 것이며 신중함의 기능들이나 미의 기준들을 넘어설 것이고, 무조건적이고 보편적으로 자신을 주장할 것입니다.

철학자들은 이를 믿지 않습니다철학자들은 정치의 기초 위에 도덕을 세웁니다. 그러나 미래에 대한 주관적이고 자의적인 예견, 증거도 없고 신앙에 종속된 계시의 산물인 종말론은, 철학자들이 매우 자연스럽게도 억견에서 나오는 것입니다.

증거로 환원된 종말론은 전쟁에서 비롯하는 전체성의 존재론을 이미 받아들이는 셈입니다. 종말론의 참된 가치는 다른 있습니다.

종말론은 목적론적 체계를 전체성에 도입하지 않습니다. 종말론은 역사의 방향을 가르쳐주는 데서 성립하지 않습니다. 종말론은 전체성의 저편에서 또는 역사의 저편에서 존재와 관계하는 것이지, 과거와 현재의 저편에서 존재와 관계하는 것이 아닙니다.

종말론은 언제나 전체성의 밖에 있는 잉여와 맺는 관계입니다. 객관적 전체성이 존재의 참된 척도를 채우지 못하는 것처럼, (그래서) 어떤 다른 개념무한의 개념 전체성에 대한 초월을, 전체성 속에 포함될 없으며 전체성과 마찬가지로 본래적인 초월을 표현해야 하는 것처럼 말입니다.

그러나 전체성의, 객관적 경험의 저쪽에서 순전히 부정적 방식으로 묘사되지는 않습니다. 저쪽에서 전체성과 역사의 내면에, 경험의 내면에 반영됩니다.

총체에서의 역사를 심판에 맡김으로써, 역사에 종말을 표시하는 전쟁들 자체에 외재적인 것이 되는 종말론적인 것은, 순간마다 순간 자체에 충만한 자신의 의미를 복원합니다중요한 것은 최후의 심판이 아니라, 살아 있는 자들을 심판하는 시간의 순간마다 행해지는 심판입니다.

심판이라는 종말론의 발상은 존재들이 영원에 앞서서역사의 성취에 앞서서, 시간의 만료에 앞서서 하나의 정체성을 갖는다는 점을 함축합니다. 존재들이 물론 관계 속에서 존재하지만, 그러나 전체성에 의거해서가 아니라 자기에 의거해서 그러하다는 점을 함축합니다.

역사를 넘쳐흐르는 존재의 이념은이미 성년인 존재자들을 가능하게 합니다. 같은 이유로 이념은 역사의 익명적 발언에 자신들의 입술을 빌려주는 대신에 발언할 있는 존재자들을 가능하게 합니다. 평화는 이렇게 발언할 있는 능력으로서 산출됩니다.

Five Myths about the Singapore U.S.-North Korea Summit Meeting


In the mass media, there are too many misconceptions about the U.S.-DPRK (Democratic People’s Republic of Korea or North Korea) Summit held on June 12 between President Donald Trump and Chairman Kim Jong Un in Singapore. What emerge are five myths about the summit, stemming from their inability to understand the summit’s significance fully.

The first myth is that the summit failed. But regarding the ultimate goals of denuclearization and peace on the Korean Peninsula, it is too early to tell. We are at the early stages of negotiations. Given the drumbeats of war in 2017, however, the summit is a success in diffusing tensions and initiating a new era of détente. Remember, the United States and North Korea have maintained mutual hostility for about 70 years and have been technically at war.

Some also argue that the summit failed because CVID (complete, verifiable, and irreversible denuclearization) is missing in the joint statement. However, as many experts point out, CVID undermines the sovereignty of North Korea. Their acceptance of CVID would be equivalent to an unconditional surrender, potentially making any denuclearization deal almost impossible. Success in any disarmament negotiations will require compromise and creativity.

The second myth is that North Korea has not yielded, whereas the United States has made too many concessions. But North Korea has already made many concessions. It promised "a complete denuclearization" to the United States, destroyed the Poongyeri nuclear test site, suspended nuclear and missile tests, released three imprisoned US citizens, and began the process of repatriating of the remains of the US soldiers killed during the Korean War. Meeting with Kim Jong Un is not about legitimating him or giving away the store but about building mutual trust for the hard work of building peace and denuclearization.

The third myth is that North Korea is an unreliable negotiating partner. The critics point to failures with past agreements. But a strong case can be made that both the U.S. and North Korea were responsible for the past failures. North Korea dithered and suspended cooperation. With the 1994 Agreed Framework, however, the United States failed to fulfill its pledge to build two light-water reactors and supply heavy oil on schedule. With the 2005 September 19 Joint Statement, the U.S. made additional demands related to special inspections and verification not in the original agreement.

The fourth myth is that the summit should have raised the issue of human rights in North Korea. It is possible to raise human rights issues, but we cannot solve all the problems of North Korea through one negotiation. The critical agenda today is the denuclearization of the Korean Peninsula. Besides, we must also recognize that peace and security are vital human rights on their own. With peace, human rights in North Korea will improve.

The fifth myth is that the declaration of Trump's suspension of US-ROK military exercises weakens the US-ROK alliance. But the suspension is the product of U.S.-ROK cooperation: South Korean President Moon Jae-in asked the United States to postpone the scheduled joint military exercises during the PyeongChang Winter Olympic Games, and the United States agreed. These paved the way to first the inter-Korean Summit and then the U.S.-DPRK Summit. By no means does it have to mean the weakening or destruction of the U.S.-ROK alliance. Rather, it can help make the ROK - US alliance stronger.

Taking all these into consideration, we must note that the Singapore U.S.-DPRK Summit is a historic breakthrough for the denuclearization and peace on the Korean Peninsula. A peaceful and prosperous Korea will undoubtedly improve U.S. security and increase world peace. Thus, no matter how much you hate Trump or disagree with his other policies, it is time for us to unite at least in supporting his peace initiative in Korea.

The KAPAC Statement for The Korean Peninsula Peace Process


The Korean American Public Action Committee (KAPAC) actively supports the U.S.-North Korea Joint Statement signed at the Singapore U.S.-DPRK (Democratic People’s Republic of Korea) Summit on June 12th between President Donald Trump and Chairman Kim Jong Un. We welcome the prospect of ending over 70 years of antagonism between the U.S. and North Korea. We firmly believe that this is the start of a new era of peace and prosperity on the Korean Peninsula.

The South and North Korean peace initiatives over the PyeongChang Winter Olympics led to the historic April 27 Inter-Korean Summit between ROK (Republic of Korea) and DPRK, producing the Panmunjom Declaration in which the two Koreas declared that there would be no more war on the Korean Peninsula. The United States and President Donald Trump generously welcomed and embraced this initiative by meeting with Chairman Kim Jong Un at the Singapore Summit. Through the June 12th Joint Statement, the U.S. and North Korea promised to work together to promote peace, prosperity, and security.

We support President Moon Jae-in's commitment to peace on the Korean Peninsula. We support Chairman Kim Jong Un’s will to improve inter-Korean and U.S.-DPRK relations. And we support President Donald Trump’s determination to achieve the peace and denuclearization of the Korean Peninsula through diplomacy. Their concerted efforts will create a permanent peace regime on the Korean Peninsula as well as in Northeast Asia, adding to world peace and prosperity.

The Korean American Public Action Committee (KAPAC) welcomes and supports the three leaders in this critical endeavor. We urge them to promptly implement the agreements to ensure and realize the vital goals. In this, we hope that the declaration of the end of the Korean War and the signing of a peace treaty take place as early as possible to lay the foundation for the subsequent building of a sustainable peace regime.

Finally, we also urge the South Korean National Assembly and the United States Congress to welcome and support such efforts for peace on the Korean Peninsula and the world in a bipartisan way. All KAPAC members, along with 2.5 million Korean Americans, support our leaders in achieving peace and prosperity on the Korean Peninsula.

KAPAC 한반도평화프로세스 지지성명서 (국문)


미주 민주참여 포럼(KAPAC) 지난  612 싱가포르에서 열린 트럼프 대통령과 김정은 위원장의 북미정상회담에서 이루어낸 북미공동합의문을 적극 지지한다. 우리는 이번 북미 정상회담이 4.27 남북정상회담과 더불어 한반도에서 70년간 이어온 대립과 반목의 시대를 청산하고 평화와 번영의 길에 들어서게 위대한 사건이었음을 크게 환영하며 앞으로 북미정상간의 합의정신이 구체적으로 실현되기를 촉구한다.

올해 2 북한의 평창동계올림픽 참가를 계기로 시작된 남북화해와 대화를 위한 노력이  4 27일의 남북정상회담과 판문점 선언, 그리고 6 12일의 북미정상회담과 싱가포르 공동성명을 이끌어 내었다. 남과 북은 한반도의 평화와 번영, 통일을 위한 판문점 선언을 통해 한반도에 이상 전쟁은 없을 것이며 새로운 평화의 시대가 열렸음을 천명했고 김정은 위원장과 트럼프 대통령은 공동성명을 통해 새로운 북미관계 발전과 한반도를 넘어 세계의 평화와 번영, 안전을 추동하기 위해 협력하기로 약속했다.

우리는 이와 같은 합의의 배경에  한반도 평화를 위한 문재인 대통령의 지속적인 노력, 남북관계와 북미관계 개선을 위한 김정은 위원장의 의지, 대화와 협상을 통한 한반도 비핵화 달성을 위한 트럼프 대통령의 결단이 있었음을 알고 있다. 문재인 대통령과 김정은 위원장, 트럼프 대통령의 한반도 평화와 번영을 위한 노력은 한반도의 완전한 비핵화와 항구적인 평화체제 뿐만 아니라 동북아의 안정과 세계평화를 위한 위대한 역사적 계기가 것이다.

이에 우리 미주민주참여포럼 (KAPAC) 지도자들의 헌신과 노력에 지지를 보내고 감사를 드리며 합의사항들을 신속하고 완전하게 이행하면서 앞으로도 한반도 평화프로세스를 위해 지속적으로 노력해 것을 바라며  특히 빠른 시일 내에 한국전쟁 종전선언과 더불어 평화협정의 체결까지 이루어지기를 기대한다.

마지막으로 한국국회나 미국 연방의회도 한반도와 세계의 평화를 위한 이러한 노력을 초당적으로 환영하고 지지해 주기를 촉구하며 저희 모든 KAPAC회원들도 250 미주한인동포들의 힘을 모아 이를 이루기 위해 최선의 노력을 다할 것을 천명한다.
